Donald J. Baker, Jr. has been a Member of the Highlands Bankshares, Inc. Board since 2012 and a Member of The Grant County Bank Board of Directors since 2002. After receiving a Bachelor of Science degree from West Virginia University in 1971, Mr. Baker taught high school social studies for six years. In 1977, Mr. Baker became Executive Director of the Hardy County Rural Development Authority serving until 1983 when he became Executive Director of the West Virginia Rail Authority until 1993. Mr. Baker began his career as an Insurance Agent and in 1997 created Baker Insurance Services.
He also currently serves as a Member of the Board of Directors for the Mutual Protective Association, a mutual insurance company headquartered in Hardy County, WV. Mr. Baker has always been very active in his community. He was one of the original Board Members and First President of the Hardy County Chamber of Commerce. He is also active in the Moorefield Lions Club, the Hardy County Community Foundation, and the Peru Community Association. He is an active Member of the Moorefield Presbyterian Church having served as an Elder, Trustee, Deacon, and Sunday School Teacher.
Jack C. Barr has been a Member of the Highlands Bankshares, Inc. Board since 2012 and has been a member of The Grant County Bank Board of directors since 2003.
He received his law degree from WVU College of Law in 1974. From 1977 through 1980, Mr. Barr served as Assistant Prosecuting Attorney for Mineral County. In 1999, he began his own firm where he practices civil litigation, real estate, banking, estate, and commercial law.
Leslie A. Barr has been a Member of the Highlands Bankshares, Inc. board since 1987 and the Capon Valley Bank Board since 1968. He retired as the President and Chief Executive Officer of Highlands Bankshares. Prior to that, he was President and Chief Exective Officer of Capon Valley Bank from August 1985 until January 2001. Mr. Barr graduated from Potomac State College in 1957 and began his career at Capon Valley Bank in 1962 where he served 38 years.
Mr. Barr served as board member and chairman of the Hardy County Rural Developemnt Authority, board member of the WV Rail Authority, WV Economic Development Board, and WV Banking Board.
Morris M. Homan, Jr. has served as Highlands Bankshares, Inc’s Board Member since May 2008 and Chairs the Audit Committee. He has served on Capon Valley Bank's board since 1997. Following graduation from West Virginia University and Ohio State university Medical School of Veterinarian Medicine, he is practices veterinarian medicine in his own clinic in Moorfield, WV.
Dr. Homan is also an active Member of Hardy County Board of Health, a Member of the West Virginia Medical Association, a Member of the American Medical Association, and an active Member of the Moorefield Presbyterian Church where he serves as an elder, Chairman of the stewardship committee, and is a Member of the choir. Dr. Homan served for several years as a Member of the Moorefield Athletic Boosters.
Kathy G. Kimble has served on The Grant County Bank Board since 1989 and the Highlands Bankshares, Inc. Board since 2001. She graduated with a bachelor's degree from WV Wesleyan College.
Prior to retiring, Mrs. Kimble owned and operated a large variety and crafts retail store where she was President of Kanor, Inc. She is the former owner/operator of self storage rentals. She also worked for the Grant County Board of Education and Peddler's Crossing Country Store, an antique and country retail store. Mrs. Kimble has served on many community boards and committees including the Petersburg Merchant's Association and the Grant County Chamber of Commerce.
John Mitchell Orndorff Self-employed owner of SpecialMade Goods and Services, a custom imprinting company. Mr. Orndorff is also the founder of Hot Stamp Supply Company and a principal in real estate businesses that operate in West Virginia and Virginia.
Mr. Orndorff is a former resident of Wardensville, WV and currently resides in Winchester, VA. He attended Fairmont State College and graduated from James Rumsey Vocational Technical Center in 1976. Mr. Orndorff began his career later that year as a graphics manager with Rubbermaid Commercial Products and worked there until 1997 when he founded SpecialMade Goods and Services. He is the co-founder with his wife of Share the Cheer Foundation, a nonprofit charity that assists low income families in Virginia. Mr. Orndorff has served as a business advisor to the Frederick County, Virginia Career and Technical Education Committee and is a board member of the Top of Virginia Regional Chamber of Commerce, located in Winchester, VA. He is a past president and current member of the Wardensville Scholarship Fund Association and served ten years on the Winchester-Frederick County Economic Development Commission.
James R. Pyles. Self-employed Funeral Director at McKee Funeral Homes. Mr. Pyles has been a member of the Capon Valley Bank board of directors since 1980. He graduated from Shepherd University in 1967 and Pittsburgh Institute of Mortuary Science in 1969. His family business began in 1880, and he continued his family legacy serving the same communities as his ancestors. Mr. Pyles years of experience in business, his knowledge and involvement in the community, and his diverse background provides the Board with the focused perspective on the needs of the community while balancing the needs of the business. Mr. Pyles is an active member of the Augusta Ruritan Club where he chairs the Hampshire County Fair entertainment committee. He is an active board member and current Vice President of EA Hawse Health Center, member of the Clinton Lodge #86 A.F. and A.M. and a member of The Augusta Church of Christ. Mr. Pyles’ business experience and community involvement with Hampshire and Hardy counties bring another valued perspective to the Board.
John G. VanMeter is Chairman and CEO of Highlands Bankshares, Inc. He has been on The Grant County Bank board since 1977 and the Highlands Bankshares, Inc. board since 1985. Mr. Van Meter was on of the found board members of Highlands Bankshares, Inc.
He graduated from WV University College of Law in 1961 and has been practicing law in Petersburg since that time. Mr. Van Meter previously served on the Petersburg City Council.
Jack H. Walters is Highlands Bankshares, Inc. Vice-Chairman. He has been a Capon Valley Bank Board Member since 1983 and a Highlands Bankshares, Inc. Board Member since 1987. Mr. Walters received his law degree from WVU College of Law in 1972.
Mr. Walters is currently a partner in the firm at Walters and Krauskopf where they practice corporate, partnership, real estate, and family law. Mr. Walters has been a board member of the Potomac Highlands Guild and has chaired the Zoning Committee in Hardy County, WV.
