Heartland Gas Pipeline LLC on Nov. 4 asked FERC for a blanket certificate to transport natural gas in interstate commerce, indicating that it would use available intrastate capacity to potentially provide transportation and storage services in southwestern and central Indiana market areas. Heartland Gas is a 50-50 joint venture between Citizens Resources, a wholly owned subsidiary of Citizens Gas, and ProLiance Transportation and Storage-Heartland LLC, a wholly owned subsidiary of ProLiance Transportation and Storage LLC. Heartland Gas, a Hinshaw pipeline, is a 25.4-mile, 16-inch system in Indiana that interconnects with Midwestern Gas Transmission Co.'s system in Sullivan County, Ind. The pipeline runs west to east and interconnects in Greene County, Ind., with the Citizens Gas transmission and storage facilities near Johnstown, Ind. "Heartland may have an opportunity to provide interruptible transportation and storage services in southwestern and central Indiana market areas on behalf of interstate pipelines or local distribution companies served by an interstate pipeline, when there is capacity beyond that needed by its current firm Indiana customers," the company told FERC. Currently, there is 10,000 MMBtu of firm transportation pipeline capacity available for intrastate services, Heartland said. Interruptible capacity will vary from day to day and is estimated to be approximately 10,000 MMBtu/d, out of a total pipeline capacity of 90,000 MMBtu/d. "Heartland proposes to use its excess daily pipeline and storage capacity to provide such interruptible transportation and storage services on a nondiscriminatory basis to interstate customers," the company said. "By facilitating pooling and providing additional transportation and storage options for shippers serving mid-western natural gas markets, Heartland will enhance competition in the southwestern and central Indiana markets."
