Nuclear Status Update: Three Mile Island ends online run; 'unusual event' shuts Dominion nuke

* Exelon Corp. subsidiary Exelon Generation Co. LLC shut Three Mile Island 1 from 60% output on Oct. 26 for refueling and maintenance, ending what the company said was a 705-day online run.

During the outage, workers will complete more than 25,000 separate operational, maintenance and testing activities and replace both of the reactor's steam generators, Exelon said.

The unit has operated continuously since exiting its last refueling outage, which took place between Oct. 22, 2007, and Nov. 20, 2007, according to SNL Financial data. Three Mile Island is in Dauphin County, Pa., and entered service in August 1974.

The U.S. Nuclear Regulatory Commission on Oct. 22 approved Exelon's request for a 20-year extension of the original operating license for Three Mile Island 1. The original license was issued in 1974 and was scheduled to expire in April 2014.

* Shut Oct. 15 due to a rising reactor water level, Exelon restarted Clinton 1 by Oct. 25 and ramped the unit to 50% output on Oct. 26, the NRC reported.

The Clinton power station, in De Witt County, Ill., has a current operating capacity of 1,043 MW and entered service in November 1987.

* Plant operators reduced power at Oyster Creek to 70% on Oct. 25 from full power for scheduled maintenance, an Exelon spokesman told SNL Energy. The unit was returned to full power by Oct. 26, the NRC reported.

The 637-MW reactor, in Ocean County, N.J., entered service in December 1969.

* Dominion Resources Inc. subsidiary Dominion Energy Inc.'s 556-MW Kewaunee plant returned to full power by Oct. 26, completing a fall refueling and maintenance outage.

The plant, in Kewaunee County, Wis., has a current operating capacity of 556 MW and entered commercial service in June 1974.

* Unit 1 at Dominion's North Anna plant was shut by Oct. 24 due to excess letdown heat exchanger tube leak and an after-the-fact unusual event, the NRC said in an Oct. 26 event report. The unusual event was due to unidentified or pressure boundary leakage greater than 10 gallons per minute. North Anna 2 continues to operate at full power, the NRC said.

Both units at the Louisa County, Va., plant are equally rated at 903 MW. Unit 1 entered service in June 1978 and unit 2 entered service in December 1980. Dominion subsidiary Virginia Electric and Power Co. d/b/a Dominion Virginia Power, with an 88.4% share, and Old Dominion Electric Cooperative, with an 11.6% share, own the plant.

* The Tennessee Valley Authority shut Browns Ferry 3 early Oct. 24 for repairs to the unit's water cooling system, a TVA spokesman told SNL Energy. Browns Ferry units 1 and 2 are operating at full power, the NRC said.

Browns Ferry is in Limestone County, Ala. The 1,100-MW unit 1 entered service in August 1974, followed by the 1,135.2-MW unit 2 in March 1975 and the 1,134.2-MW unit 3 in March 1977.

* TVA shut Sequoyah 2 on Oct. 25 for refueling, maintenance and inspections, a plant spokesman said. According to SNL data, the unit was last shut for refueling between May 5, 2008, and June 4, 2008.

Sequoyah 1 is at full output, the NRC said.

Sequoyah 1 has a current operating capacity of 1,174 MW and entered service in July 1981. Unit 2 has a current operating capacity of 1,152 MW and entered service in June 1982. The plant is in Hamilton County, Tenn.

* TVA's 1,179-MW Watts Bar plant returned to full power Oct. 24 from 90% output, the NRC said, completing its fall refueling and maintenance outage.

Watts Bar is in Rhea County, Tenn., and entered service in May 1996.

* FPL Group Inc. subsidiary Florida Power & Light Co. shut Turkey Point 4 early Oct. 26 for scheduled refueling and maintenance, an FPL Group spokesman told SNL Energy. The unit was last shut for refueling between March 31, 2008, and May 9, 2008, according to SNL data.

Turkey Point 3 is at full power, the NRC said.

Turkey Point units 3 and 4, in Miami-Dade County, Fla., have an operating capacity of 717 MW each and entered service in December 1972 and September 1973, respectively.

* Plant operators brought Edwin I. Hatch 1 down to 62% power Oct. 24 from full power for rod pattern adjustment and routine testing, a Southern Co. spokeswoman told SNL Energy. The unit was powered to 89% output by Oct. 26, the NRC said., and Hatch 2 is operating at full power.

The plant, in Appling County, Ga., is owned by Southern subsidiary Georgia Power Co., with a 50.1% share; Oglethorpe Power Corp., with a 30% share; Municipal Electric Authority of Georgia, with a 17.7% share; and the city of Dalton, Ga., with a 2.2% share.

* The 1,174-MW Vogtle 1 reactor in Burke County, Ga., ramped to 94% power by Oct. 26 from 40% on Oct. 24, the NRC said. The unit has been repowering since exiting a September refueling and maintenance outage.

Vogtle 2 is at full power, the NRC said.

Vogtle is owned by Georgia Power, with a 45.7% share; Oglethorpe Power, with a 30% share; Municipal Electric Authority of Georgia, with a 22.7%, and the city of Dalton, Ga., with a 1.6% share.

* Brunswick 2 fell to 65% power Oct. 24 from full capacity before returning to 100% on Oct. 25, the NRC said. Brunswick 1 is also at full capacity.

Brunswick 1 and 2 entered service in March 1977 and November 1975, respectively. The plant, in Brunswick County, N.C., is owned by Progress Energy Inc. subsidiary Carolina Power & Light Co. d/b/a Progress Energy Carolinas, with an 81.67% share, and North Carolina Eastern MPA, with an 18.33% share.

* Entergy Corp. subsidiary Entergy Gulf States Louisiana LLC returned River Bend to full power by Oct. 24 from 92% output, the NRC reported. The unit has been repowering since exiting a September refueling and maintenance outage.

River Bend is in West Feliciana Parish, La., and has an operating capacity of 982 MW and entered service in June 1986.

* San Onofre 3 fell to 90% output Oct. 25 from full power and was operating at 93% power on Oct. 26, the NRC said. The plant's unit 2 reactor is shut for refueling.

San Onofre 2 has an operating capacity of 1,070 MW and entered service in August 1983. Unit 3 has an operating capacity of 1,080 MW and entered service in April 1984. The plant, in San Diego County, Calif., is owned by Edison International subsidiary Southern California Edison Co., with a 78.21% share; Sempra Energy subsidiary San Diego Gas & Electric Co., with a 20% share; and the city of Riverside, Calif., with a 1.79% share.
